This is not a bug. The helpfiles for subcabal abilities are locked to members of that subcabal. Once you get into the subcabal you'll be able to read the helpfile.
That said, if you're trying to decide which subcabal to join, you can ask or search on Discord - most cabal abilities have been detailed out at one point or another.
