Yes, pk balance wise, there is no protection from neutral. There is protection from evil and good. Monks can lag anyone. Neutral monks could lag anyone and there would be no protection from them at all.

In my view the Monks requirements should be Non-Chaotic. Not, non neutral.
It would also be interesting more Lawful/Chaotic eq restriction. Of course favoring Lawful characters, the only ones that suffer a penalty due to inability to initiate combat in cities.

I've seen two people try and fail. But it always comes down to RP, I guess. With proper RP you can do anything.
well there have been a neutral monk before, and I think he got toned down, but you are more than welcomed to try and apply for one.
Why not? BLMs can be neutral, so why not monks?
If you apply for something, you usually get 'toned' (gimped) to the point where it will only be for a 100% RP char.

You will be toned down like there is no tomorrow. After the IMMs are done with you, the only thing your character will be good for is RP.
It has been stated before, unusual combos are to be RP oriented only, and IMMs will make sure the only thing you can do is RP
Not just that, but once you kill one or two characters, people will start talking how OP your combo is and you will eventually be toned down AGAIN.

I may be mistaken but there has been atleast one neutral monk. A herald if I remember, was it Red??? Share your experience with Kaboomer if it was please.
As far as tone downs to uncommon combinations, I have seen it first hand. With a goodie drow warrior, I lost warcry, mace, whip, and berzerk.(not too terrible) Keep in mind being a good drow is gimped from the start, most of the common goodie wares are silver or mithril.
With a good drow ninja, I gave up almost all Ninja skills except shadow art, seriously almost All of them. No hide, no detections, ofcourse no spells, no caltrops or grapple, and no dusts. Eshaine left me with strangle. (this alone kept people at bay, they were not certain that I could not study and assassinate. So gimped you would be, but only you will know the limits of your handicap. Keep it to yourself and you will be fine. That said, do not let worry of poor combat ability with your dream combo keep you from pursuing it. Enjoy.

There was a demon monk in 1.0 - unsure if he lost any skills but I'm sure he said he had his con set to 6.

Red's monk was good - but Rped as neutral forever as an agent of balance - when he was made neutral he lost the ability to empower either offensive or defensive - therefore making him 100% unplayable from a pk perspective as a monk - but then he wasn't really a pk character.
