I understand where Valek is coming from. It is kinda oocish to just hop between characters based on who is on. I don't really get the "can't force me to do what I don't want argument" against either. No one is forcing you to play a character you don't want to, after all you logged in. I don't think FL will ever be an account system mud, and I think to a certain degree the Imms already frown upon too much character hopping.
To me this is more or less self governing, just like "class". Each player will just do what they think is appropriate within the game rules and mechanics.
In my opinion, 10 ticks is too short. I'd make people stay logged in more like 24 ticks before they can leave.
It makes people think twice about taking the easy way out.
My main thought: this is a game. It is supposed to be fun, not something to stress over. If you find that it is more fun to stay on no matter who is on, you're welcome to do so. If you find that situation stressful, then log off. Why not? It's a game. If you choose to do the latter, I would not expect a custom title or earning Elder status in your cabal. However, as long as you're playing and having fun, who cares?
If you want the other stuff, learn to PK (in the process) or play a rogue. I noticed the last two RP phenoms to make huge splashes were rogues. It's a lot easier to be on in the face of adversity when you can hide. If you can't hide and don't want to take yet another death, log off. Simple as that.
