Now bear with me, this may seem extreme, but it is something I thought about for a long time, and while it does have downsides, it has upsides too. Why does the rare limit exist? You already know which players are going to get those ultra rares. I suggest increasing the rare limit. Try telling the ogre warrior who cannot get a mithril vest to go try to take out philantees, or valkynsra. keeping such a low number of rares about (rares, not uniques) only widens the gap between vets and elites. You can say for days EQ does not matter, but to a point it does matter. having 30/30 hit dam and a power staff to fight philantees your odds are not that great. At all. Now if you where able to get around 50/50 you would have a much better shot. Increasing rare numbers of thing like ring of accuracy, fire lance, solar mace, Vorpal sword, Rokujan, cuffed bracers. Good rares that pinns use often. I really feel that it would also cut into the hoarding crap that goes on. I have not seen the ring of herd mahn in literally over a year. That is not saying it has not been in, but it is a nice ring, and I never see a minotaur wearing it? Why? Someone has a lowbie who is hoarding it is about the only answer I have. I realize some of you are going to just gripe, and complain about it, and give me reasons why this should never happen. So I will ask please keep any replies CONSTRUCTIVE and non flamey. I know we are all a bunch of opinionated pricks here, but lets set that aside a moment or two.
So my suggest is to increase the amount of mid range pinn rares that exist. Waiting a month for 1 ring of accuracy is enough to make anyone quit, espesciall ywhen your getting steamrolled by decked qrace Elders.

Your going to fall into that category of players that can do very well in crap Valadork 
I just think that boosting the number of mid to good rares for pinns is going to increase competition, espescially for new cabal members.
You have chars getting into cabal and losing 20-30 lives and never even touching a ring of accuracy, helm of spell turning, tit fullplate. While you have chars that are decked for over a thousand hours and rampaging the pinn range. By circulating more rares, your going to just allow everyone to not worry over the fact that they are struggling for weeks to get a banner, so they can fight people decked out in adeptus, dual terminators, etc etc.
Why not? You can argue that this would benefit melees more, but casters would still have it easier at 50.
Introducing competitive non rares would also help a lot. Would make the moderate tier more viable as well...
Everyone is not supposed to have the best rares. That's why they are rare. There is plenty of equipment out there besides the "conventional" options.

I made a "let's explore the game and identify everything" class to come back to and have been shocked at some mundane or unknown rare options out there. I put together a suit of decent hit/dam and saves with only a few rares by level 25.
Personally, I think 50/50 for any non giant ought to be rare. I have seen posts that were simply ungodly, those 60+/60+, and those should be even more rare. I think I like the idea of only a handfull of these running around at a time. We have become addicted to damage as players, we just arent happy if we can not do unspeakable things to those who anger us. But it was not always so, I remember a time when it was rare to see any other than a god accomplish such things. Restrain dear Aabahran and lend mercy to your brother.
I'm having a very hard time finding rares right now. Recently I've had to wait weeks for the decorated arm bands to show up. I can't even get anything off of Kesrick, I stopped looking for mithril vests, how the heck am I supposed to beat anyone? And I consider myself a decent player. I'm just hoping that when the end of the month comes around things change drastically.
???60/60 is not really as all mighty as it seems you think. I played an E reaver FG war who had 65/85, and my recent zerk Krusk had almost identical hit/dam. Its not hard at all if you go for minimal saves. ???

Besides, you don't need to be decked to your teeth to play. There is no titanium fullplate available? Go get something else, yes it won't the the almighty 3 hit/3 dam but 2/2 is still not bad.
I don't feel any changes are necessary. I generally just get some mundane gear, and slowly work my way up. I was rare purged about 1.5 months ago, I was wearing **** for some time, I killed a few people and looted a few choice items. First notable looting was of Quintus, I got a decent amount of reasonable stuff, before this howver I was wearing garbage that 99% of people can find without issues, I had no saves and had about 30/35 hit/dam (without buffs). I have since killed a few other people and got some better gear, as it stands, dual wielding my two best hit/dam weapons, and with bless (+4 +4)I still only conjure up +Hit: 39 +Dam: 51. And I am apparently 'decked'.
Last time I died was about 5.5 or 6 months ago (sometime in october last year. I was full sacced at the time (thanks Salith). I have been rare purged twice since, and have managed to get a bit of a suit together. I might have some pretty mint EQ now, but I can tell you, its taken me months to obtain what I have. Everyone seems to want it over night, or to be able to get a mint suit in a single trip.
As for vampires not being EQ dependant, I find that a questionable statement. I feel they are equally as EQ dependant as warriors in many regards.
Vampires are not eq dependand Tot, they have a form which doesn't need any gear and gives them a pretty nice bonus.

That must have been complete arse. Taking an ogre (decked?) naked. Especially if they used that form. I wouldn't be surprised if they were hitting them for little more than injures. There are some huge and glaring downsides to that form, in case you haven't noticed.
I rarely use it. Why, because its only useful in a small number of situations. In these situations I make use of it fully. Me, decked, will not straight up outdamage an ogre warrior with similar eq whilst using that form, especially a warrior, riposte seems to end up screwing your arse.

I've played 4 vampires, probably over 3500hrs in total. I only ever died three times to vampires, once in 1.0 on my first pinnacle, once to Cariousus, whom I subsequently killed with the same character wearing little more then mithril (ogre warrior, none the less) whilst he was SUPER DECKED in adeptus and once by virigoth's vampire (should note, special vampire) on Alesus.
I've killed two vampires at a time on a halfling thief. I **** you not, this wasn't at lvl 50, but at mid 40's, and nothing much changes between then and 50.
This is not about bragging, either.
I got pretty nicely beat up by a slith thief the other night, on a decked vampire, why, lack of preparedness, no flight, and then no sanc.
