How about allowing someone to have:
1 Hard quest
1 Medium quest
1 Easy quest
So that they can do multiple tasks at once.
That way its more economical and still wont take precedence over ranking with a group.
Theres no way to even say this is more effecient cause quests can send you all OVER the place..
I think this is a better option then raising the level of exp offered by quest.
I like it. I agree, it always irritated me that you run around from
say Val Miran to Winter and back, only to get 700 xp 
almost
not worth it, I think. I'd much rather hunt alone than fight through
the behemoths/deaths and all the other friendlies that are in the
entrance just for a small amount of xp. Grant it.. I'm not sure how
much they give you???
Well I dont see it as an easier way to get exp then hunting... Jsut gives you something to do whilst waiting 20min for a quest to disapear.
If I play for an hour... Thats a 3rd of my time wasted...
You might say solo hunt... But thats not ideal either.
IMO its a simple fix for a small issue.
I cant see how goign to elemental canyon and anduin for a medium and hard quest can be considered "easier" then ranking.. So that argument is out.
I quit and re-enter. I know it's not allowed, but when the IMMs fix their quests I will fix my habbits.

Flagrantly disobeying something in the mandates is a dangerous game. If you can get a slay for not knowing the rule and breaking it, I dislike imagining what you will get if they see you do it after you said that. You're a good guy F0xx, don't get banned over a 10 minute wait.
It is not a question about waiting, it is a question about principles.
If the immortals wish to ban me over a rule that is flawed, then so be it. I don't think that the players should suffer because there is not an effective way (rank wise) of quest distribution.
You can't expect people to drive with more than 100km/h on the driveway, if it is full of holes.
You know, I do not disagree with you about quests or exp gain. I just don't think maverick responses help anyone. Have you posted on the prayer forum with a solution or advice with the problem? I know it may be crystal clear to you (the solution) but given their insight and yours I am sure a solution can be reached faster if ideas are bounced around.

I agree with the thought behind this post as it allows the character an alternative choice when faced with a "quest" that is so utterly beyond their rank. However, I consider this a bandaid on a deep laceration, your not going to stop the bleeding. It (the quest code) would still be capable of giving you three seperate quests all beyond your current level. Yes, its unlikely, but possible. For this reason I think Foxx is probably right, the "hard" quest often sends you to slay some mob of equal to slightly greater rank than yourself, it should not be hard to limit the choices of area that the guildmaster can choose from based on reccomended area level minumums. Not hard, but not fun either, so I will forgive the imms if its not on anyones front burner.

Funny that you should suggest that. Areas DO have ranks. Type the "area" command sometime, and it will show you the ranks of all of the areas. Some might be surprising, and some may need to be updated, but they're all there.

If you STILL get send to winter at low ranks, please tell us (tell us which mob too!). We already fixed a couple of mobs so lowbies are no longer send there.

The problem with waterfall at 30 is being sent to the seductive woman. Those pirates hit hard, they hit often, and if you flee, you're probably dead.

Waterfall is easy with a giant or high con melee.
Not so much if you have one defense and can't put out damage quickly enough.
Don't do hard quests.
Train from your spells.
