Wands, Staves and Scrolls.
Introduction:
Scrolls
These are fire and forget, one shot magic that can only be recited outside of combat.
They are mostly used for mid level flight, protection and high level cures.
There are also some with Uber offensive Afflictive spells on them.
And a Maledictive uber scroll.
Classes with Scroll:
Thief, Ninja, Monk, DK, Paladin, Necro, Invoker, Battlemage, Clerics
Staves
Staves are generally used for protective spells and curatives. They spells affect all followers.
They grant many charges of high level flight, and several charges of high level health cures.
Sanctuary can also be granted by staves, but with the exception of the Glimmering
most are worse than a vial, and one is marginally better usable only by Pinnacles.
Classes with Staves:
Ranger, Monk, Paladin, Necro, Invoker, Battlemage, Clerics
Wands
Wands are generaly used for offensive spells with many low level wands in existence.
This ones are to low level to pass a naked person saves, to be of use after 30.
Strangely the most used Wand grants Sanctuary, a boon for DK's, Battlemages and Necros.
There is a quite decent wand of flight, that more people should use.
Classes with Wands:
DK, Necro, Invoker, Battlemage, Clerics
Problems to use.
Scrolls are ideal for combat. They cannot be cast in combat, but they can be recited from inventory.
Meaning that you can open combat with them and not lose a defense.
Their only downside is that they can only be recited once.
Staves are good for protections because they affect all of your followers, making flight and Sanctuary staves excellent. The fact that they like wands can have multi charges is quite good.
Sometimes staves are used for offensive spells.
While wands are mostly used for offensive spells, they are sometimes used to grant protective spells to DK's or limit their use by Paladins, Rangers and Monks.
Wands and Staves are not ideal for combat, because you need to hold them to cast their spells.
This means that you will lose one of your defenses. Only Battlemages and Illithiad Necros will be able to make full use of them in combat.
Unless the Staff/Wand only has one charge and you sheath your weapon. This way you can open combat with the spells that will eliminate the Staff/Wand allowing you to draw your weapon.
Clerics lose their holy defense, but retain all their offensive capabilities while holding a stave in a empowered holy hand.

Weight is 0, value is 1860, level is 20.
Has 2 charges of level 35 'acid blast' 'lightning bolt' 'fireball'
The level of the item (20 in this case) limits the level you need to be to use the item.
Bellow it, you cannot cast the spells.
The number of charges state how many times you can use it.
Followed by the level at which the spells will be casted.
And last but not least, the spells that will be casted. You can cast several spells with just one use.
BUG
Staves also have some problems. For example, there is a Stave that casts sleep.
This is what happens when you brandish it.

You brandish some stavename.
A crystal ooze goes to sleep.
You block a crystal ooze's attack with your shield.
A small bunny goes to sleep.
You block a small bunny's attack with your shield.
You block a small bunny's attack with your shield.
You have become better at staves!
Even tho it worked and the ooze went to sleep, it attacked me.
It also turned the sleep in to a area spell.
IDEAS
So my idea is:

Fix the existing low level sanctuary staves. Raise their Level 5 sanctuary to the 15 of Vials.

Fix the Knot RARE L10 sanctuary staff to Level 20, and remove alignment restriction.

Create a Rare L30 Sanctuary L40 Wand for use pre pinacle. The Ankh is pinnacle only.

Create a scroll of sanctuary. L20 is enough. This would target Thieves/Ninjas.

Create more mid level wands. Level 30 Wands casting L25 spells is good.
That 5 levels difference means that you will save it like a magic resist race.
Wands like Dispel Evil/Good. Cause critical, Blindness, Curse. Fireball. Things suited for this 30's range.
Restrict hording with Rare, Nodrop-NoUncurse flags and Mob Thoughtness.
A Level 30 scroll with a L15 (one) sleep spell, that you can get with ease.
You only land that one short of a lucky Natural 20.
- Create more High level wands. Level 40 Wands casting L40-L50 spells is good.
People now have saves and can stand quite a bit.
Single use L50 curse, L45 blindness with some charges. L40 fireball/Harm with some charges.
- Create more Pinnacle Scrolls/Staves/Wands. L50 with L50-53 spells.
Things like L53 sleep on a Unique scroll. Level 55 Faerie fire rare scroll.
Level 53 Poison scroll. L60 'cure critical' 'cure critical' 'Poison' scroll.
Level 50 wand of poison. Level 55 Unique wand of Energy drain 1 charge (or perhaps stave). L50 Wand of curse with several charges. L50 wand that casts L30 sleeps, with some charges (good luck landing that one...).
