New 'ability' for everyone. You can swim if you lose your boat/flight, but it takes 20 moves to get from room to room, and you take 'drowning' damage each time you move, more each time you stay on water.

its not a terrible idea.
Maybe reduce the movement cost (because it would make it COMPLETELY worthless unless you are at 100%) BUT!!!!! Include a paralyze movement penalty as well as the damage.
I just figured it would help stranded noobs(or me when I do something dumb).
