LOL! I would call that a bug, but that might be just me.
Probably a coding oversight. Shops don't deal with criminals and the cartel dealer counts as a shop I guess...
Well, if I were a "hidden" and "secret" drug cartel shop, I don't think I'd want to have well-known criminals who the guards are hunting for coming into my shops either. It would draw attention from those people that I didn't want looking into my business.

I wonder why people take the "drugs are bad" attitude into the game. Do you go telling people that "eating pills is bad!"??? Of course herbs in the game have negative effects, but I see it only as one addition to the tactics list.
Also, a note: In real life, I'm very much against the drugs.
well, if I remember correct the guards in miruvhor can speak to themselves about trying to find that black market something something... so I think that should mean it is illegal activities.

In real life, drugs are seen as bad because of what they do to people, not because people are told that they are bad. Why should it be different in the game?

The effects are dependent on individual drugs. There is always a chance of getting addicted. Create a character with the Addict perk to stay on the safe side.

edit: By the way, as much as I hate to admit it, in the context you mean, you're right. There would have been no laws forbidding that sort of thing. Then again, at that point they had people who devoted their lives to making alchemy work, so maybe they shouldn't be looked to as the paragons of enlightenment.
i think it's perfectly fine for these mobs to behave this way. this is b/c i see miruvhor as a city that may have surrendered to the "Order" or whatever, but the citizens being as corrupt and generally scummy as they are, decided to use Order for power in corrupt form. what i mean is, i would imagine miruvhor city RP as a city with a crooked police dept. the cops give criminals protection and in fact are in mutual protection due to the sharing of criminal proceeds.
btw i bet slate has some shady secrets...
