How about letting characters beat their head against a wall to cause amnesia for certain spells/skills they would like to unpractice, OR allow people to remove certain skills/spell from their list that they dont want :)

Get your pracs back from useless stuff? Some trained skills screw over your character while some spells have zero usage above rank 30 :)
There are quests (plural) that grant practice sessions.
There are quests (plural) that gain convertible training sessions.
Just throwing it out there, in the case you had not looked down that avenue yet.

Out of everything that should be stripped, I think any quests that give +practices, and/or + trains, and/or owner only items, and/or +hp/+mana/+move should be stripped from a character when remorting from 50 to lvl 1. That makes more sense than forgetting a spell/skill since as a mage you lose out on some of the biggest perks of quests that do, forcing you to have to wait until the next time you're 50 in order to do it and you can only go through places that don't give you those perks. My favorite one to go through is Avalon if I can find someone to help, but once you remort there's no point in going in outside of the only perk at the end. There's no items within that help a qclass, so it renders it a pointless area for them in almost every way. I wouldn't mind if it were added to them even if it meant those items were only given to those classes upon completion of said quest.
Outside of that though the spells and skills we practice I don't think should be forgotten. I can't even think of any that are useful prior to 30. Know alignment? I haven't practiced that since I believe 2005 or so. Detect good/evil? Pretty easy to tell who is who, especially now that one of the best non rare items added to the game gives you access to both. Detect invis? It has its uses pretty much through and through. The only case I could see regretting this is in a very limited capacity. I wouldn't want to waste the weight on pills and potions since mages are usually already lacking strength and it's crucial to the weight they carry. Same goes for detect magic. Haggle? Love this skill and always have it mastered because of the use it has. Lore? Extremely useful in situations I don't know where something is located at. Am I missing something else that may not seem useful?
I remember Trick selecting his Fury path before fully training weapon cleave.
I laughed my ass off.
Then I forgot to fully train disarm before I selected weapon seize warrior lore.
Karma right there.
