How about when completing the quest for 'lets say' the flail of agony, instead of giving you a flail it gives you your newbie weapon selection?
So if you are a class that cant use flails OR selected specialties that isnt flail you can still make this choice a Dagger of Agony, a Mace of Agony, etc etc. Same exact stats only different weapon type.

Having not gotten it in years, I'm okay with the idea. It makes more sense to be a weapon that suits us all around versus a weapon that only a few can take advantage of. Though not knowing the stats of the item anymore, it may be something that would need to have some tweaks on it to fit other weapons. But that may be better thought up by someone who knows the game a bit more than I do in terms of balance.
That's not how balance works.
This is not the first, nor the only example where a combo cannot use the quest reward item. On top of that, that very quest offers multiple selectable rewards, some of which are a better option than this flail even.
Just a few examples:
Classes with fired weapons can't use the wheel (willow palm quest reward) and it's a pretty nice item.
Mages have no use of the rune of salvation (which is another reward to that very same quest).
Some quests have rewards which suit only certain classes/races. That's by design.

UC, just chose other of the rewards. These are L30 stuff, and in my opinion the rusty blade is still the best thing in that place. I just wish they did it like the original....
I think the items have been updated recently. I dunno about the flail but the shroud is very good and I think the shield got a buff as well as the flail itself (it used to be 2 handed iirc and average dmg 21)
The ring and rune were always very good to begin with.
