Why not make it so that if you commit a crime in a city in front of a city guard you get WANTED? Guards should be checking for sheath via prog as well as flag criminals who assault and kill right in front of them. Then when the TRIBUNALS log on they could have more to do instead of just sit and wait for things to happen in front of them.

Well if one guard is witnessing an assault he can call to other guards, then when another arrives they can make the flag if the assault it still happening. Just a fun idea to keep the cities safe and the criminals accountable :)

Why not push to do it yourself? Enact a two person patrol. No guard goes anywhere alone. Stop depending on the IMMs to do it for you ;)
I don't think that 2 person witness rule applies to Tribunal employees.

You can't do anything significant by "yourself" in this game. There has to be an Immortal to code the change.
If you don't have their blessing, good luck achieving anything.

How? I have put that guard to sleep and the system still blocks me from getting in to the black market.
Kind of an unenlightened approach, even tribunals can not enter, and since the Tribunal does not offer the "skill" needed for the dragon orb, no long flight for some tribunals without lockboxes.

Its possible to do anything in this game. The "Trick" has always been making your Role Play a contagion, "Tricking" everyone else into playing along.

It may take immortal support to enact those changes, but it takes sound Role Play to secure that help.
Ilthrias and Dilorry had a great change to the game in the form of the Council of Nations. Added an immense depth to the political climate of nobles and royals. Buuut... that doesn't count I guess.
I mean, if "significant" only includes creating factions, getting access to build a new area, or how the code works... well yeah, by definition that would require staff assistance. There are plenty of good reasonsto restrict all of that to staff. Last time I let a player mess around with that, they broke the rules, then ran off with that information to some other MUD they were an admin of.
