This has nothing to do with being able to pick a form or know what form you have at level one.
However, it would be AMAZING if instead of 'A gigantic winged falcon is here.' The description could be written for werebeasts when they transform for each individual one.
I mean, just a wolf? I'd rather see the fearsome white wolf with glowing green eyes and sharp sharp teeth about to devour grandma. Not just a wolf on his hind legs. 
Mull it over, get back to me.
Actually, I rather like the concept of doing second descriptions for whatever your transformed self is - they could easily be incorporated into the current system of description checks to prevent ridiculous descriptions.
I like the concept too. Gives me two ways to not get a dragon 
On a serious note I do like the idea, more rp is never a bad thing.
You can have a personal alias, and now warcry, so why not werebeast transformations?
I try on my descriptions to get dragons and I have never gotten one, ever. I guess I suck at it.
It's the descriptions that I don't try for a dragon that I get one. Though I've only pulled about four of them against my many many characters over the years. Really helps when looking at a picture of what I want my character to look like, then translating that to words.

CUSTOM WARCRY (Beta)
There are those who are not simply motivated by screaming their God's name
as they march into battle. Instead, they yearn to cry out their own creed,
slogans, or mottos before launching themselves into their opponents. Thus
the Gods have deemed it fit to allow the greatest of Warriors, Rangers, and
Berserkers the opportunity to apply for this very gift.
REQUIREMENTS:
- You must be level 50.
- You must be of the guilds that allow warcry.
- Your warcry must have good roleplay basis.
- Your warcry must be kept short. It is a warcry, not a warsong.
If you fit these requirements:
- Send an application to Immortal with "Custom Warcry Application" in the
subject line. If it is not on the subject line, expect to be rejected.

I think I can speak for the staff when I say that we never purposefully strive to prevent our players from receiving the rewards they deserve.
However, on the subject of tattoos we are less inclined to hand them out because they have more meaningful symbolism than a "warcry" or "restring". Tattoos are given to those who fully represent their deity and religion. Some players do a good job of emphasizing the importance of their religion but fail to grasp the very essence of its meaning.
Then you tell us it's just a game.
