I think alcoholics should be more prone to getting alcoholic poisoning if they drink it too much. If that's all they drink, they should get it faster. If they eat and drink water between binges then the chance to get alcoholic poisoning is a lot less, etc.
As the name indicates, sickly is more propentuous to contract desieses and the likes.
I think while drunk chars should receive -3 int and -3 wis. We all know why:p
How about a 4% chance of a horse accident every 100 moves while mounted?
OR. A chance to get a DUI when going through trib controlled areas. That would be great if riding a horse while drunk was against the law. After so many RUIs you would not be able to buy a mount in town.

I'm curious where people got the numbers of 10%, or 20%. I'm unsure if it even does that much. It does do some other neat stuff too.

Ray/Path Damage tend to be consistent, as in not random.
If you find a player whilling to aid you, you can test prof the value 
. Just remove mental saves and protections for full damage, then take 3 paths really really drunk and 3 paths not drunk. Then check the difference.

What if, when you have the drunk perk and you are not drunk you get a -10% malaise to proficiency.
