I think that language could really open the game up for a lot of personable possibilities. For instance, each race - assuming they have one - should be able to speak the language of their peoples. Each race would obviously get common. Perhaps to initiate the language you want you'd input something like..
elven 'Hello, there.
While not completely productive to the betterment of the games functionality - it would, however, open many currently closed doors to role play.
Noone/nothing stops you from executing this idea.
I suppose speaking in my own created version, then sending a tell to one of the same race in the room would work, but that's hardly as rewarding as seeing the function used by everyone, as I'm sure it would be. Why wouldn't races use the secrets of their own language to send message? Plus, you could implement the study of language as well. Say, depending on your intelligence.
That sounds neat. Sort of like that movie "windtalkers" where the allies used the navajo language to send messages without fear of them being deciphered.
there is a pretty solid standard for drow with several translators online. Also Elven.
I have used latin before on a vamp.
I do think a built in language system would go far in boosting the comradery between people of your own race.
I wouldnt say have intelligence factor in, with the comprehend language spell in play already. CC classes would be able to understand whats going on.
I like the idea, like Kyzarius said comprehend language is already there so there's no arguement that it'll cut down on rp between the playerbase. Honestly it doesn't even have to be real elven, just have a code that jumbles letters if they're a different race.

Elves
Drows
Dwarfs/Duergars (same one)
Illithid
Werebeasts ? (nature language)+druids, perhaps rangers.
Sliths ???
There is a language plugin that works fine with most ROM based muds, no idea how hard it would be to implement.
