That aspect of the forum was added after people actually threatened Viri with "reporting" him for the login delay voting reminder in game (which incidentally didn't violate TMS voting rules at the time either since it affected everyone equally). After much arguing on the TMS forums, their admins decided to amend their rules and add the bit about players having to opt in, rather than opt out, to the reminder.
