~ That's a tilde.

It's punctuation in the spanish alphabet among other things.

It does things like turning the letter "n" (en-ay in spanish) into an "en-yay".

I get that, except you can't put it over any letters. Do you just go n~ ? That doesn't make sense. Better to get out the ASCII chart and pop it on.
