A question of rares.

One thing I have noticed besides the lower than usual playerbase is that it is just as hard to find rares. Does the number of rares change due to the number of active players?

There is a new rare code.

Purges now happen without a character having to log in in order to be marked for the purge.

Also, the code was "fixed" and now there are much less rares around.

I would wait with complaining though, immortals are working on an item project.

Actually we have manually raised the rare number again not too long ago. It is not related to the actual number of pfiles atm, else we'd have a lot less than now. Purges will still work even without the character logging on. Rares will no longer just disappear and be ignored by the count.

I have a question considering rares:

There is a certain crusader Qskill which makes items owner only. After they are made owner only, are they still counted as rares? Can such owner only items be purged?

No, they aren't counted as rares. And no, owner only items aren't purged.

EDIT: As Anume correctly reminded me, any rare/unique item gets purged. But owner only items are (almost) never rare/unique.
