There was a recent change that made it so characters are supposed to earn 1 RP point for killing a mob 5+ levels higher than themselves, up to three times per day ("You receive 1 RP point for a challenging kill").
From the changes page, this was meant to be available up to three rp points per day, but it seems this never resets. So a brand new character will get the 3 RP points, but then you never get the rp point for challenging kills again (from what I understand you should be able to get 3 per day?).
