Those higher ranks are also rewards for those who are in trouble of getting spanked and full looted by multiple people. It's like hardcore mode for Fallout: New Vegas, but you get a better reward than a lame achievement (I'm still bitter). Imagine if Istendil was a moderate. He'd be like Chuck Norris. Cabaled characters are forced to fight. Due to Standarts. The PK protection is irrelevant in this case. The only bonus they actually keep is the Loot protection akin to LI. If you say that they should not get the E/L PK powers due to the eternal EQ protection. I agree in part. But I disagree that moderates should be blocked from Elder/Leader duties/responsabilities. And the Fix is quite easy. Just remove the PK skills associated with the ranks and leave the RP of it. A Moderate who can stand his own has as much right to lead a cabal as a Hardcore.
