If spellbooks didn't decay, there would be an issue of what to do with the old ones as the wizard gets stronger, and it would tether them to spell selections that may not be suited for higher levels. How would you propose fixing that?
Allow them to remove and update spells to the spellbook. Like using an eraser on a page, or ripping a page out and sewing a new page in.
@CelerityThe difference between the suggested Wizard Class vs Invoker + BMG is that's completely customizable by building your spellbook with spells you find in the land. It would be an extremely fun class to play collecting spellbooks and spells to define your role. The Wizard class I propose doesn't really need unique spells though it would be nice if you're playing one to have extra spells. Since the wizard can copy any scroll into the spellbook he has a wide selection of spells to build from making each created Wizard potentially unique in its playstyle.

More scrolls could be added in the game when new areas come out. If you allow the class to breakdown staves, and wands they learn even more.
