There is a certain amount(A LOT) of randomness in this game that was intended to be there. Heck, there is even a LUCK stat. I'm with you though, I like no luck sheer calculation victory! Anyone who has had a pk knows how important REAL luck is in this game. You can try to pk some one once and get owned then try again and win the rolls and dominate them. What they mean is that the noun would change simply based on the % of damage each hit did compared to the total HP of the current target. So like .1% scratch, .5% graze, etc etc etc. Not that your damage would increase or decrease based on the total HP of the target. If that's not clear enough, they are not talking about changing skills themselves to do % based damage, simply that the nouns would reflect instead of static amounts of damage but at what % of their total life it just took off. The idea behind such a change is to stop the silliness of the game telling you that you've dismembered someone dozens of times in a fight. The downside would be that a player really wouldn't know how much damage they swing for - all you'd know is that you can cut out X percentage of HP from this guy and Y percentage of HP from another in each hit.
