This isn't my bag but I'll name some tools I've used to hack at photos before: At the most basic level, MS Paint (Start --> Paint) will allow you to open and attack a photo. It's standard with Windows. I stress the word - basic here. GIMP can also be used - I'm pretty sure if you know what you're doing you can do some good stuff in here. MS Word - not free but almost everyone has access. You can Insert --> Picture and attack it. Not quite as easy as Paint for very basic image editing.
