That is my guess. However, to answer your question, Watchers can be a lot of fun to play and are quite strong. I would not say there is anything wrong with them, nor any other cabal. It has its drawbacks and has a hard time sometimes, but the RP and powers make up for it. I'd give it a shot if you're interested when it isn't full.
