Never said he was doing anything illegal.
And for the 10000000th time, I do just fine with the current rare system. But there are countless of people who do not and I advocate for them because I believe there is a problem.
So stop trying to make this about me like you always do when it has never been about me or my character or my rares. I'm rocking a decent 40/40 HR/DR pre-cabal setup and doing just fine. I love how you couldn't wait to point out you know who I play tho. Countless threads about this topic with countless people posting how they think there is an issue and offering suggestions...but you want to single me out. Really f0xx, your love obsession with me is getting old.

And I don't know who you play (but now I have a pretty good idea), I just took a wild guess since your behaviour patters are always the same:
Roll a character
Go for qstuff (even though you just dumped one prematurely)
Get qstuff fast, even though you shouldn't.
Tag people like crazy.
Complain on the forum that you can't deck yourself as fast as you would like.
Claim it's not about you who you are worried about.

lol points 2 and 3 might be debatable. The ONE time I have EVER said ANYTHING about being ganged/looted was very recently. Go back and find any other time I've ever said anything about it.

Remember that when balancing encounters, we have to take in consideration how various classes might approach a challenge individually. Or, rather, we as designers can't - we simply can't make contingencies for every class. Experience is another factor. So we end up finding the most logical place in the bell curve between the decked experienced whip-master warrior, for instance, and the newbie assassin ninja, and aim for there in regards to difficulty.

Some examples off the top of my head are;
Cabal guardian is stronger
Cabal services/equipment is cheaper

I like this. Make it mandatory, where if a character reaches a certain KD ratio or something, they are auto-flagged as something that sounds cool - enemy of the state for instance - or a title. This will simply exempt this person from ganging restrictions.
Fighting solo against numbers is not fun, and we recognize that people who are dominating feel an incredible sense of accomplish that this might dull (though imagine the sense of accomplishment in taking out three punks all on your lonesome, you monster you). It feels like a punishment, which is unfair.
We would need to have breaking through to this level of bad-assery more than just a badge of honor. Increased CP gain for a start maybe. There will always be unquantifiable benefits like more imm interaction (because someone that strong absolutely gets a lot of attention, and can spread a message), a faster track to promotion (simply because they are more effective at their jobs - but keep in mind, as Anume mentioned, that RP is an integral part), plus others that you mentioned. We'd have to brainstorm over what other nice extras we could add that made this an accomplish with increased difficulty instead of a punishment for doing well.
@Vaerick brings me back to rares. I share a lot of his concerns, and I think there's a silent few here who share them. When we began this discussion on the imm forums I was quite excited, because I think PK in general needs to be reworked now. We took RP and we ran with it, and now we have a stronger RP base than I feel we ever had. Everyone - not just the experts - are getting in there and are happy to participate.
PK is a different beast. In RP, there is rarely any 'losing'. And if you do, you lose nothing but a power position over someone else and your pride. PK is high-stakes, because your lose is reflected in the hours it takes to get back to where you were. It reflects in the inferior position you find yourself to your enemy emotionally/in RP. The wins are stupendous because they're the opposite of that. You get everything!
It's my opinion - and you know what they say about opinions - that losses are still too much for an aging playerbase. Many of the steps we've taken are to alleviate that. I can't offer any solid conclusions except to say that the risk versus reward for players at my skill level (read as: none. None skill level) isn't worth it. I have and continue to avoid PK because the result is likely a net loss, and one my restrictions make recovering from difficult. I think we need to consider the costs at all ranges, but especially for the weaker PKers because the discussion of PK is happening among those who are at least competent enough to have valid opinions, and the interest to express them.
As an IMP I will take that as a guiding principle as we discuss changes to the system. However, I am among those without the skill to have a valid opinion so I'll defer to experience - we just need to have all parties represented and considered.
