If you are such a low level that you cannot note all, you don't speak for the cabal. Cabal IMMs feel free to impose high penalties on your members you see abusing this. Much like Pali, Tetsuni and I did back in 1.0 with ninjas and thieves) or within clan/cabal. Sure. Otherwise, notes sent to every cabal, clan, guild, race and city out there, I'd rather not waste my time scrolling through 1 or more pages. The exception being those that can, without. Funny how an 'all' makes all the difference. No pun intended. So I fully agree with Chayesh on this one. You want a journal published? Go to a Hearald and let them put it out there for you. Anyway, most people move their RP better without getting a note to all, thank God. Oh, and I think a bard can send a note to all as early as level 30.
