Might someone clarify the rules for the Moderate PK tier and Q-classes/Q-races for me? Are they not available to blue PK? Are the help requirement files up to do date? I have always been under the impression a Moderate that seeks q-stuff would be transformed into ruthless upon acceptance (personal experience). Perhaps I missed a change.
