Chayesh
Are you asking from a overall game rules perspective or an in-game Law perspective?

zetakappa
Setting traps in a city is against the law. If it goes off on someone, it's assault. If it goes off on a Tribunal, it's assault and obstruction. Traps that are placed in high-traffic areas may not be necessarily aimed at anyone, or even have the intention of killing, but it still counts as an attack on whoever does trip it. If my character springs a trap and there's no immediate blackjack or second trap at the other exit, I don't rush to consider it someone initiating PK. I'll get the heck out of there, but I'll assume the trap wasn't meant for me if I'm not attacked while lagged.
Warpnow
The law on setting traps reads that the tribunal has to personally see you setting traps. Hide and set traps. He won't see your name. Nothing he can do. As per pk attempt? That would depend on the player who hits your trap and whether or not he's pissed.
Chayesh
Set traps from a game mechanics/rules perspective are PK attempts. Hence why they won't affect someone who is out of PK. You would also get a Player Kill if your trap finishes someone off. From a Law perspective, read the Law Tomes is game. They clearly state Tribunal's stand on most everything.
