I understand it makes it easier to figure out who wants to/will join what cabal, but wasn't that the point of sending applications? Those who didn't qualify got denied. Furthermore, you get the opportunity to RP with people already in the cabals. It is really a way to make people feel part of a large organization even before they are caballed and have to deal with cabal duties and whatnot.
