So, since it says 'You're too inexperienced to call this beast!' when summoning specific animals..

then seeing this over and over...

You shout a beast call.
You failed to locate that animal.
 

just means its difficult but not impossible to summon a specific pet?

First one means you're trying to call a specific beast that you're too low level to call. IE: Leopard/mammoth most likely.

Second one means you tried to a call a specific beast, but you just failed.

 

I don't know for a FACT if location matters when calling a beast, but my rangers typical ran to Egal to call beasts. I dunno why.. I just "felt" like I experienced more success there. Its prolly 100% unrelated and just one of those player preferences.

@Fireman's right.  He can now say for a fact it does.  Or at least the room you're in does.

 

When you beast call, you get a roll of the dice.  Depending on the roll (and your level), you get a specific pet.

Mammoth: Level 40+, roll 91+
Leopard: 36+, roll 71+
Wyvern: 30+, roll 51+
Displacer Beast: 25+, roll 31+
Raven: -

It's strange to see in the old code all the animals with "level >= multiple-of-five" and the leopard with just "level > 35."  Not that it makes a difference.
Continuing on.

INSIDE:      Chance: 0; Horn: -15
CITY:        Chance: 0; Horn: -15
FIELD:       Chance: 0; Horn: -5
FOREST:      Chance +10
HILLS:       Chance +5
MOUNTAIN:    Chance: 0; Horn: -0
WATER (any): Chance: 0; Horn: -0
AIR:         Chance: 0; Horn: -0
DESERT:      Chance: 0; Horn: -0

This reads to me that without the Horn of Nature, you can only call animals in hills (some brown rooms) and forests (green).  If you've got the horn of nature, you've got a (potential) penalty depending on the room you're calling in.  This could mean that you won't get that mammoth calling in the city or inside, and you're not getting a leopard or mammoth indoors while inside a city.  I'm not 100% if there's other modifiers, but this is "good enough" for me.

Werebeasts also get a bonus to their rolls (+10) so long as they're able to call, which could offset some or all of the penalties applied.  This makes calling more powerful pets easier, too.  For example, in a forest room (like many in Egal or Elium), their roll for mammoths needs to be higher than 70.

The fail message is "Your call goes unanswered." which is distinctly different than "You can call no such beast." or "There aren't any beasts to call in this area."  The first is a straight fail, which I've never seen on my last two werebeast rangers.  The last time I did, was on an ogre ranger whose beast call skill was sub 80.  The last two are because you either aren't high enough level for the specific pet or because you're in the wrong sector entirely.  (IE: On lava.)  Suppose that's technically a fail, but that's not because you didn't call them, just that you couldn't call them.  Therein lies the difference.
