[CHANGE] Bounties, and Archers

Hot Change Date: 03/12/2018

Bounties have increased minimum gold requirements, now:

• if victim->level  >= 50, minimum gold is now 100K, or 100cp
• if victim is an elder in a cabal, minimum gold is now 200K, or 200cp.
• if victim is a leader in a cabal, minimum gold is 300K, or 300cp.
• if victim-> < 50, minimum gold remains at 50K, or 30cp.

Archer changes and missile shield:

• Archers have an increased chance to shoot through missile shield, now.
• If you're using missile shield, not an archer, and getting shot by an archer not in the same room, you'll always fail shooting back.
  • Archer vs Archer w/ missile shield on either character = no change.
