Caster quaffs a fuchsia potion.
You yell 'Die! Caster, you sorcerous dog!'
You step out of the shadows.
Caster's fireball misses you.
Caster has some small wounds and bruises.

His weapon raised high, Caster rushes at you.
With a mighty blow, Caster sends you to the ground!
Caster's shock maims you!

Firstly: Is quaffing less than a 1 round lag, because if it is then 1 round lag aff spells are being cast with less than one round of lag.

Secondly: Should a MISSED spell bring you out of the shadows? It missed, so wut gives?

I dont care about the death because shit happens, I also dont care if anyone knows who this char is because theres only like 5 players, im just annoyed at the lack of competition I can bring class vs class where if (X skills lands you cant hit with melee OR magic), theres just no competitive output regardless.

Meh

1) Yes it is.
2) Yes it should.  It's why earthquake was changed all them years ago when it wouldn't bring flying enemies into combat.  Caster was lagged, flyer continued on their merry way.  Better still if the flyer was being chased at the time.

It's with these spells and items that classes that normally have no way to draw out hiding classes can do so.
Don't want him to bring you out of hiding with that level 5 fireball without consequence?  Hide next to Tuo.  Or the Blackwatch Commander.  Or a sapling (and laugh when he gets damned).  Or any other good aligned mob against that crusader.

Those types of potions are few and far between, by the way.  Fewer still are the ones that actually do damage.  And this one was likely made for this exact scenario, to draw that thief/ninja/ranger/druid out of hiding.

Object 'fuchsia potion' is type potion, material liquid.
Extra flags: none.
Weight is 1, value is 5000, level is 10.
Level 5 spells of: 'fireball'.

They can be found in Miruvhor, by the way.

Edit: Works for invisibility, too.

So are missed spells supposed to do that? I look at it like faerie fog, if it fails to land... then you don't glow or come out. Every time I've used that potion in the past it 'scratched' and pulled someone out of hiding, I've never seen a spell fail/miss yet still achieve the desired result regardless. Bug?

I know good and bad places to stand but I thought we would both have more fun by playing a little cat and mouse, I was fully prepared sanc/prot with -550ac. It was such a bad fight, lol.

It's a low level for a reason. Yeah it misses since it's such a low level, but if you want it to be lvl 42, it needs to be a unique item with only 1 available because the damage on it would be much higher. If you didn't pay attention to the mages staff prior to the change, at a low level it always missed. Once you hit lvl 15 I believe it was, it hit pretty hard. Just be happy it missed versus the extreme rape you may have gotten if the level was bumped up significantly like that. Kyzarius also has a brief and more succinct answer though to the overall question.

That miss is, in my opinion, a low level spell, that deal low damage to you, but got saved, reducing damage to bellow 1 -> 0 which has the damage noun 'fail'. Since it's an AFF fire spell, these appear to have a custom saving mechanic, in which damage is subtracted from them, instead of a fixed % cut. That or you are an fire susceptible race like an Ogre and the -15% reduction bonus is still active, making it possible to reduce damage to zero.
Also the meele attacks that 'miss' due to AC, like vs the scarecrows, is just damage being reduced to zero due to the fail to pass AC mechanic. They still hit, just with 0 damage.

Also UC, your PC didn't dodge the fireball, the spell hit you. All AFF spells do. In my opinion it's a bug, and you got lucky to get no damage from it.

Same reason as you can smoke a sanctuary in combat in less than one round lag. At least potions can't be quaffed in combat unless you hold them, and even then they have a % fail.
