Kinicky
Been a while since I used to play, and still trying to figure out the changes. Was wondering about Tribunal vs Justice of old... In the past, Justice would serve to enforce the laws, and they would do this out of a sense of.. well.. morality and 'justice'. But Tribunal... they're an empire. The leaders, taken from any alignment, can just as easily be corrupt. I guess what I'm wondering is... can Tribunal act as a regime? Can they mark you a criminal for badmouthing the empire (traitorous words, wretch...) or disrespecting an officer of Tribunal? Are they essentially an instrument of power, ruling the cities they have 'conquered', sometimes with an iron fist? Or are they still similar to Justice - ie., serve to protect the city and its citizens out of honor and duty, rather than imposing their dictums? Trying to get a feel for how the new system applies itself. Any thoughts?
Raargant
To answer your first two questions, yes and yes...because it's part of the laws. Go to the library and look up a few tomes of law that were created.

Chayesh
Buy a copy, take it with you. Why sit in the Library? As for the answer to your question, Kinicky, Raargant pretty much nailed it. Tribunal combines the ability of old Justice to enforce laws with the old, old Royal ability to make the Law. For the longest time, Royals had no teeth and really couldn't "make" laws nor enforce their rule. That has now changed. And yes, the ability of all aligns to be in Tribunal creates a situation ripe with world-influencing RP possibilities that few have taken advantage of to date.
