You cannot have been in the city for 400 game hours AND you can't have been in the room with somone who has been in the city (in the last 50 games hours) within the last 75 game hours. Also you have to be in a specific kind of room: green rooms aren't good enough. Neither is dark green. It has to be the really dark green rooms.
