No. They are not in.

After a detailed discussion Behrens and the other imms, along with a select few amongst the playerbase decided they they are fine just the way they are. Except that Paladins were overpowered. So they are being toned down losing trance and mounted combat and the effects heroism has on wrath will completely be removed.
