Not necessarily, there are quite a few items which boost both saves and mana. Just have to make a little effort to find out what they are, and then to get them. Some of us have all but one of our characters in one clan and one in the cabal. And when someone just pops up at 50 in less than a day, gets caballed insanely fast, and brings a cabal out of it's 'depression.' Well, that just leaves me sitting here tapping my chin.
