The city-states protected by the Empire are not only

the heart of the Tribunal, but the heart of all Aabahran. They are the largest source of trade in the known land, and the home of the largest population of citizens. The people have long been the source of power driving the Tribunal, and in return the Tribunal have protected the people for centuries. In order to better protect the people, it is time to introduce a law that will make it illegal to wage war on the Empire.

Definitions: Empire - All and any holdings of the Tribunal. This includes but is not limited to, any city-state currently under Tribunal control, any people who take shelter or call home of said city-states, the Palace of the Empire, any guardsmen, officers, adjudicators, councilors, or any other people or creatures currently under Tribunal jurisdiction.

War - Any aggressive act towards the Empire as it is

defined above. This includes but is not limited to, assaulting or attempted murder or obstruction of officer of the law, the Palace, the jail guards, the city guards, guild guards, or anyone else under employ or protected by the Empire. This also includes those who take up allegiance with a faction at war with Tribunal. For example, those of the clan Sacred Oak who are caught aiding the Watcher, or another faction who allies with a faction at war with Tribunal and actively gives aid. War will not be defined or used in intent to interfere with already established city law, but as a means to protect the Empire and it's interests against those who take up arms against the Empire.

Punishment and Process - The punishment will be

exile. The process will include a warning by the acting Tribunal, in which the offending party will have a zero tolerance policy enacted regarding their actions. This means that if a Tribunal member has issued an exile warning to a party who was found in aggressive act against the Empire, and the guilty party is found continuing along the offending path, they may be exiled upon discretion of the acting Council. Every exile warning must be scribed to Tribunal upon issue so that all members of the guard and council alike are aware of the transgression. Upon issuing of an exile, an in detail letter must be presented to our Judge, and elder members and leadership for review. Any careless exile issuing will be met with swift and harsh punishment. This is a means of protecting the Empire, not for creating more enemies.
