The Tribunal Empire has just survived a near-cataclysmic event. As such, we seized power for the general security of the city. Now, it is time we return that power back to the hands of the people of Aabahran. It is in the nature of government to govern, not to rule, and past Councilors have forgotten this. Herein lies my guarantee such will not happen under my guidance.

LETTER OF THE LAW

Overview

From the Passage of this Law, a third branch of the Tribunal Empire is being established, known as the Consulate. The members of this house will act as intermediaries between the peoples of Aabahran and the forces which govern them. It will be their responsibility to serve and deliver complaints from their particular constituents, and to aid the Tribunal in the maintenance of government in those areas, as well to bring to light issues the Tribunal Empire is not aware of.

They also hold a purpose in law and order. As a constant and vigilant citizen as is expected of each Consul, they will be like an additional guard. They will watch the cities, and report what crimes they witness, as well as promote a feeling of safety and security within the walls. As a wing of the Tribunal Empire, the single witness of a member of the consulate shall suffice for a warrant, however such a warrant may be voided by any Trusted or higher of the Tribunal if it is believed to be faulty.

Induction

Consuls may be inducted from any walk of life, to represent any city, race, religion, or organization. They must, however, be nominated to the position by either a Councilor, an Elder or Leader of the Adjudicators, or any immortal. Once they have been nominated, a poll will be sent to the Tribunal for their admission. If it is passed, they are to be considered a member of the Consulate.

Expulsion

There are two processes for Expulsion from the Consulate.

-Law Breaking

If a member of the Consulate is found to be a criminal, a poll for their expulsion must be sent to the Tribunal by the warranting officer before he leaves duty. If it passes, they are expelled. If it is opposed by the majority, they may remain.

-Removal from Office

There are two ways to remove a Consul from their seat.

First, any Officer of the Tribunal may, at any time, propose the removal of a Consul from his respective seat. At this point the Tribunal is polled and if such a poll is passed, they are expelled.

Secondly, the Consulate itself may present written testimony from over half of the Consulate's members for his removal. Such a decision can, however, be vetoed by the immortal leader of the Tribunal, or an Elder of the Tribunal.

Tenure

A member of the Tribunal Council may extend Tenure to one and only one Consul at a time. When Tenure is granted, any means of their removal must be unanimous. It may be revoked at any time.

LIMITATIONS

Consuls are not Tribunal officers. They are never, under any given circumstance, permitted to pursue a criminal through the streets, as their lack of training and means of capture are limited. They will not be granted any special privileges in evading the laws of the Tribunal Empire. In short, it is a position of humble service to the peoples of Aabahran.
