Why do bards have pugil and NOT two handed? In my mind it seems like you would have to have two handed for pugil to work effectively (the way the help file describes it anyway) any ideas or comments?

You do not need the two handed skill to use a staff. Pugil works with staves. Ninja also have pugil, but not two handed.

Think of it as more of an innate ability to attack with staves. Not having the two handed skill doesn't mean you can't use both hands on something. In this case, it just means you won't get the extra (skilled) defense. You are still holding the staff with two hands.
The balance justification is so that mages can use staves but not have the two handed skill.

Honestly, if my bard had two handed and pugil, it would be sick. I found them plenty strong in PvP, and that one factor is what forces a hard decision between using a staff or dual wielding.
You do, however, do a CRAPLOAD less damage without the two handed skill.

I won't bother writing a guide on bards, or any class, but trust me, there are compelling reasons not to dual wield.
I've always wondered that as well, why pugil a staff as a bard when you get an extra defense and more attacks when you dual wield?

Honestly, it doesn't matter. Bards get mace, dagger, sword and of course, exotic. If you really want to do damage as a bard, you're not using a staff, because you deal out less damage and you're probably receiving more, as you have one less defense. While dual wielding, you have three opportunities to defend, as opposed to two, and you have six opportunities to strike your opponent, not including weapon bonuses or skills/spells/songs.
That was my exact train of thought as well. Your most defensive while dual wielding, which kind of makes me laugh. But then again anyone who plays a bard makes me laugh too
