Syndicate enforcer feature x2 [requested by Kassieti]

As it might have gotten lost, there's maybe three issues reported here.

1. Two enforcers have spawned at the same time.
2. An enforcer may have have spawned in while a Syndicate was logged.
3. Victim shows dead when stunned from enforcer kill?

It looks like one enforcer was something you blinded and left alone and it came back to get you later.

Pay your loan.

And lastly, this looks like an old PK log. By over a month. Loans are defaulted/forgiven now if you're killed by a Syndicate and they collect on you.

This is by design and has been for basically any NO_KILL mob flag. It's not a real kill. It might be something I can change/fix, though.

Fixed the You have been KILLED!! message for ACT_NOKILL mobs.
