Syntax: cast 'terror' target
 
By bringing the victims fears to life inside their own mind, the
caster can cause the target to enter a state of dangerous panic.
While the target is panicking, they will have difficulty 
recalling their skills and have trouble finding a way to
escape. The affect lasts only short moment until the target 
has a chance to regain their morale.
