Corithera Law Implementation

With the establishment of a new Nation, with its primary documents published, it is necessary now to explain the methods of implementation. In such, this document will outline the procedures and practices of our government.
(Like all legislation, this is subject to change, over time, through amendments.)
Taxes: In the implementation of taxes, a vote will be placed
before the Central Council. If the vote carries and the tax is signed into law, then it will be left to the Councilor of each Kingdom to oversee the collection of their city's tribute. Guilds and Shops shall be enrolled in the national registers; they will be taxed equally. Taxes shall be distributed by the Monarchy for the betterment of Corithera and it's people.
National Security: The Monarchy will raise a National Guard, permanent in nature, separate from the Council. It shall be an entity headed by the acting Monarch and tasked with keeping the peace and safety of all Corithera's cities.
Armies: Armies shall be raised when needed, at cost to the
City States by means of taxation, and left in the command of the Monarchy. The standing army may retain some soldiers permanently, but the greater portion will be temporary and only during times of war. To institute a mandatory conscription, the Council must reach a majority vote.
Trade: In an effort to promote trade and increase prosperity, tariffs between the Cities States will be negated until such time that the Council decides they are needed. Such tariffs will require a unanimous decision from the Council. Trade with cities outside of Corithera will be taxed at twenty percent.
Councilors: Each city shall choose their own Councilor, by any means they see fit. However, in an effort to prevent a collapse in governmental proceedings during times of crisis, it will be acceptable for the Monarch to choose an Interim Appointee. These Interim Councilors will be reviewed by the city they were appointed to oversee. If favor is not found, the city can replace the Interim Appointee at their discretion.
Enforcement of Law: In Non-Tribunal held cities, both Councilors and National Guards will have the power to judge if a law has been broken. A Councilor has such abilities in all City States, not just the one they represent. A separate document in government policy will be dictated in regards to operations regarding Tribunal held cities. The laws of Corithera only apply to members of guilds, and not to various dwellers of the cities. Day to day laws will be at the discretion of each City State and enforced as they see fit. All guildsmen, regardless of religion or background, will be given the benefit of the doubt and be free to act as they so desire, unless it is considered a crime.
Guardians: These will be the leaders of the National Guard, appointed by the Monarch to serve in official capacity. They will be able to issue arrest warrants for crimes and pursue criminals with full authority. This will include Non-Tribunal City States and any roads or territory along with them.
