Major Revisions I

1) Self-Defense

If any is attacked in a town while a Tribune is present, and the attacker is marked a criminal, the victim may aggressively defend against the criminal, until the criminal leaves the area, or the criminal is captured. This does NOT give citizens the right to chase criminals across areas and attack them in other cities; this only gives them the right, in the lawful area where they were attacked, to aggressively defend and counter-attack against the criminals. Tribunes reserve the right to order citizens to stop aggressively defending. If the criminal falls in town, their corpses are still protected and cannot be looted from. If a Tribune was not there to witness the crime, and mark the attacker a criminal, then self-defense of this nature is NOT permitted.

2) Eminent Domain

The Tribunal possesses the right of Eminent Domain within the walls of all three cities, meaning all land within belongs to the Tribunal. This includes both guildhalls and clanhalls; clanhalls are on lease, the land on loan, to the Tribunal. Within the city clanhalls, the Tribunal's authority is greater than the authority of the clans.

3) Sedition

Freedom of speech and opinion is fundamental; freedom of sedition, however, is not. Everyone is entitled to state their own opinions, even if those opinions are not complimentary towards the Tribunal. However, writings calling for the destruction of the Tribunal, and the overthrow of its officers, is not free speech, but sedition, and is a Felony level crime, not to be tolerated. Keep in mind, however, that one should still be respectful in expressing their opinions.

4) Changes to the Major Revisions I

As per the concept of 'Flexibility of the Law' under

the tome of 'Principles of the Tribunal,' these laws may be changed at any point in time, based on the methodology enumerated under the principle stated in 'Flexibility of the Law'.
