Oppressant's First Law

A law has been put in to effect by Highblood Oppressant of the Tribunal Council. It shall remain in effect until such time as Lord Oppressant's tenure has terminanted.
[ I ]
Sheathing laws have been much too lax, allowing would-be criminals to run about flailing their weapons as they please. This will go on no longer. Sheathing and all accounts of it are to be considered severe crimes when punishment is considered.
[ II ]
The Tribunal will no longer wait till world's end to mark a ciizen for sheathing. As per this law, citizens caught with their blades drawn will be given one warning to sheath. If they fail to sheath within two hours, they will be marked as normal. If however, they sheath and are caught again in the same venture, they will be marked a criminal.
[ III ]
If two people are caught fighting in a town, then they will both be warned to sheath their weapons immediately. If one flees and both sheath without further incident, they will both simply be given a warning. If either is caught with his weapon drawn again, he will be marked for sheathing. If either or both of said offenders execute a combat tactic such as, but not limited to, casting an offensive spell, bashing, or kicking dirt into the other's eyes, he is to be marked immediately for murder. This is more than an obvious infraction of the law and will not be ignored.

Any citizen who is seen with his weapons drawn will be issued a single warning to sheath them. If he leaves the vicinity, the Tribunal will no longer act on faith that he will be safe when he returns. It is understandable that one might have been on the move, but not unreasonable for the Tribunal to ask him to return. As such, any citizen passing through town with his weapons drawn will be required to show a Tribune that he has sheathed. If he refuses to do so within two hours, he will be marked a criminal. Sheathing and drawing immediately on departure or shortly after departure is considered a refusal to sheath and the perpetrator should be marked immediately.
