Ninja Study [Cureline]

Studying in any of the lawful areas is against the law. A Tribunal whom suspects a ninja studying must first issue a warning before issuing a warrant. Furthermore a Tribunal has the right to ask the ninja to step out of the shadows. If the suspected ninja refuses a warrant shall be issued. Once the Tribunal is satisfied with ninja no longer studying, the ninja can go back to his shadows.

remains seated within the Council.
