In times of war and personal grudges citizens or organizations themselves have used this action to try and bring unrest to specifically Tribunals and there cities the Tribunes watch. Propaganda is defined as the following.

Ones's or group to cause or to damage an opposing causedeas, facts, or allegations to incite riots or bad blood towards the Tribunal as a whole.

Such action is a class A felony. Punishment: Execution and or being Exiled.
