Permit for Enslaved Creatures

All enslaved creatures, bought or otherwise charmed are hereby required to have permits within the Tribunal City-States. Obtaining a permit is a simple process. Just submit a scroll to the Tribunal with the Tribunal with the subject Application for Enslaved Creatures, and detail the specific use of the slave in the application. It will be either approved or rejected by means of a Council vote.

Those who are seen with enslaved creatures, without permit, will be given two hours to release the creature or otherwise be issued a warrant for severe crimes. If the offender flees the sight or jurisdiction of the officer, a warrant may be applied if the offender is seen again to be owning enslaved creatures at a later time without further warning. If the time exceeds twenty-four hours a new warning must be issued.

Exclusions: Slaves bought from Tribunal City-States have already been issued permits, and do not need additional paperwork.
