Cabals that are currently Trading or Allies should be able to gift each other bastions and areas.
make it a no cost transition that is purely asthetic. RP wise this will give us more power when it comes to negogiations. Currently it is very rigid...after a war is ended. The lands cant then be traded.
or make it so two non-vendettad cabal elders can meet at a bastion and perform some kind of trade off using the army system.
