Harpies feed on camels from the desert and bring them back to the fluffy white clouds to eat and feed their young. The outlaws sneak in at night and steal the camal hide from the harpies, aka, outlaws.
I thought that the forest outlaws were the displaced desert outlaws from before...still wearing impratical desert gear. Old habits die hard..
