Give all warriors shield bash/shield expertise(whatever its called).
A new lore: Twin shield fighting
You would hit dependent on shield block and hand to hand. Weight of the shield would determine damage, and ability to use them would be determined by dual wield(no heavier shield in off-hand).
I just think it'd be fun to use.
