Skill for thieves
I like the idea, but I don't know how fair or balanced it would be. I said I don't know, so don't ask me. To me, it doesn't seem balanced, but I'm not sure why. I just feel like that, but on the other hand...I have always thought thieves should have a skill that lets them look at people without them noticing, I mean, seriously. Thieves have trained relentlessly to steal things off people without them noticing, but they can't look at people without them noticing? If someone is staring at you, don't you think you'd feel uncomfortable? If someone is uncomfortable, people are generally more alert to sensations. Therefore, if a thief looks at someone, even if they don't know it is a thief, they are a bit more on guard. Since thieves are good at what they do, I would think they would be able to practically stare at people without them noticing.
i don't think it's a bad idea. it's nothing more complicated than trying to look down some fem's shirt w/o being caught.

I would say "yes" if that didn't imply that women were innocent of it too. 
I don't think you have to be hiding to look at them without them seeing you do so, just sneaked. I could be wrong though.
If you are sneaking you can look at people and they wont see it.

Nope. That's probably invis. I'm pretty certain on this one.
Pretty sure if you are sneaking or not and someone looks at you, you will see it. However if they are hiding you won't see anything I know for sure.
